High Quality Skill Training

Development Support Agency of Gujarat (D‐SAG), an autonomous society promoted under the Tribal Development Department (TDD), Government of Gujarat, is implementing Employment Oriented Skill Training Programme in 14 ITDP districts of Gujarat. Sustainable livelihood generation for tribal youth through enhancement of skills all the way through Employment Oriented Skill Training Programme is one of the programs under Vanbandhu Kalyan Yojana (CM's Ten Point Programme) to fulfil its objective of doubling the income of Schedule Tribe Families in Integrated Tribal Development Project (ITDP) Talukas of Gujarat. Development Support Agency of Gujarat (D-SAG) has joined hands with various private partners as well as Government Organization for implementation of such result oriented Skill Training program.The main objective of the project aims at doubling the income of Schedule Tribe Families in Integrated Tribal Development Project (ITDP) areas of Gujarat.

Components of the project


  • Basic Training: It involves soft skills, personality development, communication skills, attitude development, basic computer literacy etc.
  • Technical Training: This involves technical training on the selected module. Training in various high demand and need based modules is being given to Scheduled Tribe Candidate.


  • Minimum 67 per cent of total trained candidates must be offered placement*.
  • "Placement" means the trained candidate be offered placement in the relevant trade/area in which the training has been imparted, remains in the employment and gets the salary for the first month.


  • One year handholding from the day one of placement is the mandate of this project.
  • "Handholding" means the Skill Training Providers (STP) should keep a track of trained candidates by providing continuous non-monetary assistance to candidates for complete one year after the placement.

Reporting & Concurrent Monitoring

Verification/monitoring of training, placement and handholding details are carried out concurrently.

  • Overall project conceptualization, supervision and monitoring is carried at the D-SAG.
  • Implementation is done by the Implementing Agencies selected through e-tendering process.
  • Supervision and monitoring at the district level are carried out by district project management unit
  • Online CPMS Entry: STPs fill up all the details in the Computerized Project Management System of Skill Development Program which is available at www.tribal.guj.nic.in

This is a unique program under Vanbandhu Kalyan Yojana which transforms lives of unemployed tribal youth of ITDP areas of Gujarat by providing them a good employment opportunity and post placement non-monetary support for a period of 1 year. More then 20,000 tribal candidates have been trained and 67 to 70 per cent of trained candidates have been successfully placed. The Gender Framework of 50 per cent female participant during enrolment and placement is one of the conditions of the project. Relaxation is granted to only those programs where women are not eligible as per industrial norms.

Important Initiatives under this Program

  • Partnerships have also been established with reputed institutions such as Central Institute of Plastics and Engineering Technology (CIPET), Ahmedabad and Indo-German Tool Room, Ahmedabad to train tribal youth in plastic product manufacturing and CNC machine operation respectively.
  • These state-of-art training programs being world-class training facilities at the doorstep of tribal youth.

Program Outcomes

  • After training, the tribal youth are working in urban centres, viz. Ahmedabad, Surat, Vadodara, Vapi. The program enables the tribal youths to mould themselves from unskilled to semi-skilled, semi-skilled to skilled workforce and, thereby, they earn much higher income.
  • 31 tribal youths trained and placed by Central Institute of Plastics Engineering & Technology (CIPET), Ahmedabad are working in plastic products manufacturing company in U.A.E. with good remuneration.

Stakeholders of the Project :

Tribal Youth

Schedule Tribe unemployed youths are eligible for the training program. While economically backward, women and meritorious candidates are always given priority in the project.

TASP offices

TASP office at each scheduled district is funding and monitoring body of the project along with Development Support Agency of Gujarat. Each and every candidate under this project are verified by the office.

Development Support Agency of Gujarat (D-SAG)

D-SAG is the funding and monitoring body for the project along with TASP offices, apart from this D-SAG also works for smooth implementation of the project. Professionals of D-SAG at state and district level are engrossed in the entire project life cycle right from conceptualization of the project, scrutiny and selection of partners, identification of qualify infrastructure, designing of course module, engagement of staff for this project by the partners, identification of the candidates, placement as well as handholding of the candidates, fund release, convergence with different programs/schemes, monitoring and evaluation of the projects, etc.

Different well renowned Private and Government institution are working in synergy with D-SAG as implementation partners of the project. Selection procedure of these institutions is very transparent and done through e‐Tendering process.

Coaching of Common Law Admission Test (CLAT) for ST Youths of ITDP Areas of Gujarat

The Common Law Admission Test (CLAT) is an all India entrance examination for admissions to their under-graduate and post-graduate degree programmes (LL.B. & LL.M.). Coaching of CLAT entrance test for ST Youths of all ITDP areas is given by Gujarat National Law University (GNLU) sponsored by Tribal Development Department (GoG).

Coaching of GUJCET & JEE for ST Youths of ITDP Areas of Gujarat

Training of ST youths of tribal students for preparation of Medical Entrance examination (GUJECT) & Joint Entrance Examination (JEE) in tribal areas of Gujarat. In the current year total of 612 candidates in JEE & 1375 candidates in GUJCET are taking coaching.
